The United States and other WTO members are currently leading the Doha Round of Global Trade Negotiations for Development, and a strong and open Doha Agreement on markets for goods and services would be an important contribution to overcoming the global economic crisis and restoring the role of trade in economic growth and development. The EU also concludes non-preferential trade agreements as part of broader agreements such as Partnership and Cooperation Agreements (PCAs). Trade agreements are usually unilateral, bilateral or multilateral. The second way in which free trade agreements are seen as public goods is related to the trend towards their “deepening”. The depth of a free trade agreement refers to the additional types of structural policies it covers.
